Bidding Announcement for the PC General Contracting Project of the 110kV Substation of China Building Materials (Luoyang) New Energy Co., Ltd

1. Project overview and bidding scope

1.1 Project Overview

(1) This project is the PC general contracting project for the 110kV substation of China Building Materials (Luoyang) New Energy Co., Ltd；

(2) Source of funds: Self-owned funds；

(3) Voltage level: 110kV；

(4) Main transformer capacity: 2×63MVA for the current phase；

(5) 110kV power distribution equipment: Single busbar segmented wiring will be constructed in this phase, with two outgoing lines；

(6) 10kV power distribution equipment: In this phase, a single busbar segmented wiring system will be constructed, with 38 outgoing lines；

(7) 10kV reactive power compensation device: 4x4.8Mvar will be constructed in this phase；     

 The construction scale is as follows:

1.2 Scope of work and project boundary points
The bidder of this project is responsible for the general contracting of the new 110kV substation PC project, including civil construction, equipment and material installation and commissioning tests, equipment and material procurement, acceptance, and power transmission of the new 110kV substation. The detailed scope of work for the bidder is as follows:
1.2.1scope of work
(1) Design scope: The tenderer is responsible for the design of electrical and civil construction drawings for this project (including the cable trench leading from the terminal tower to the station), submitting the drawings for review and obtaining approval, preparing and submitting the access system plan and feasibility study report for review; the preparation of as-built drawings is the responsibility of the bidder.
(2) Scope of civil construction: The tenderer is responsible for the "three supplies and one leveling" outside the newly built station area. The bidder is responsible for the civil works within the scope of retaining walls, slope protection, foundation replacement and treatment, as well as buildings, equipment foundations, station roads, cable trenches, ground hardening, etc., including the boundary walls.
(3) Scope of equipment and material supply: including 2 sets of 110kV transformers, 7 sets of 110kV GIS bays, 50 sets of 10kV switch cabinets, 4 sets of 10kV reactive power compensation devices, 2 sets of 10kV arc suppression grounding transformers, integrated automation equipment, dispatch and communication equipment, integrated power supply, auxiliary control equipment, primary and secondary cables within the station, main and auxiliary materials for station construction; power boxes, lighting boxes, maintenance boxes, distribution boxes, indoor and outdoor fire-fighting equipment, indoor and outdoor lighting equipment materials, indoor heating and ventilation equipment materials, indoor and outdoor water supply and drainage systems, primary and secondary grounding grids within the station, lightning rods, structures, cable supports (in cable trenches and cable shafts), cable trays, equipment fireproofing and grounding materials, insulation tools and instruments, etc.
(4) Scope of installation, commissioning, and construction: The bidder is responsible for the transportation, unloading, installation, equipment protection, safety and civilization measures, night construction measures, cable laying and terminal fabrication, fireproof sealing, equipment grounding, whole station testing, meter inspection, individual unit commissioning, subsystem commissioning, system joint commissioning, equal protection evaluation, safety reinforcement, power transmission acceptance, safety risk assessment, fire protection acceptance, etc. of the supplied equipment and materials.
(5) External line section: The bidder is responsible for the supply and construction of the downlead, cable trench, lightning arrester, cable, cable terminal, and materials required for construction, from the downlead wiring terminal of the 110kV side terminal tower (excluding the design, supply, and construction of the terminal tower) to the connecting cable line of the GIS equipment in the 110kV outgoing line bay within the station.
1.2.2Engineering boundary point
(1) Supply boundary point of equipment and materials
The bidder is responsible for the supply of primary and secondary equipment, cables, and installation materials within the perimeter of the enclosure (including the enclosure itself). The scope of supply is detailed in the equipment and material inventory and technical specifications.
The bidder is responsible for providing the primary and secondary cables within the station, as well as the downlead, lightning arrester, cable, cable terminal, and other auxiliary materials from the downlead terminal block of the 110kV side terminal tower (excluding the supply of the terminal tower) to the connecting cable line of the 110kV outgoing line bay GIS equipment within the station.

(2) Boundary points for electrical installation, commissioning, and testing

1) The Bidder shall be responsible for the work from the downlead terminal block at the 110kV side terminal tower (excluding the construction of the terminal tower) to the connecting cable line of the GIS equipment in the 110kV outgoing line bay within the station, as well as the 110kV station section；
 2) The 10kV feeder cabinet is demarcated by the primary outgoing terminal block inside the cabinet, and the part within the station is the responsibility of the bidder.
(3) Demarcation points for civil engineering construction
1）The tenderer is responsible for the construction of the three utilities and one leveling outside the new substation area and the greening work inside the station.；
2）The bidder is responsible for the supply and construction of retaining walls, slope protection, foundation treatment, replacement and filling, ground compaction, buildings within the scope of the fence (including the fence), cable trenches, substation gates, internal roads, and ground hardening.；
3）The bidder is responsible for the foundation and embedded parts of the distribution comprehensive building and the equipment inside, as well as the lighting, ventilation, heating, water supply and drainage, and buried pipes inside the building, which should be completed in one go in this phase. The main grounding grid for the entire station both indoors and outdoors should also be completed in one go in this phase.

2. Construction period requirements
100 calendar days after the contract is signed, and the specific start date will be notified by the bidder.

3. Quality requirements
Meet the current relevant national and industry standards and norms, and pass the one-time acceptance.

4. Bidder qualification requirements
4.1. The bidder must be an independent legal person registered in China, and must not be ordered to suspend business, have not been disqualified from bidding, and have not been taken over, frozen, or bankrupt. In the past three years, there have been no fraudulent bids, serious breaches of contract and major quality problems.
4.2 The equipment purchased by the bidder must be in the list of qualified suppliers of the State Grid or domestic brand-name products.
4.3. Qualification requirements: The following qualifications are required
4.3.1Grade II or above qualification for general contracting of electric power engineering construction.
4.3.2Undertaking (repair, test) power facilities license level 3 and above；
4.3.3Building decoration engineering professional contracting level II and above；
4.3.4Have a valid safety production license；
4.4. Performance requirements:
4.4.1Bidders need to provide at least 3 similar project performance in the past 3 years (2020 to the present, subject to the time of signing the contract) (similar project performance refers to: a single general contract amount of more than 10 million yuan, voltage level of 110kV and above substation PC/EPC general contracting projects, including projects under construction), and provide construction contracts, completion or acceptance certification materials, bid winning notices and other relevant supporting materials.
4.5. Requirements of the project manager: The project manager of the bidder to participate in the project must have the qualification of a registered construction engineer (mechanical and electrical engineering) issued by the construction administrative department and above, and obtain the safety production assessment certificate of the project leader.
4.6. Registered capital requirements of enterprises: The registered capital of the bidder must reach more than 10,000 yuan.
4.7. Management system requirements: bidders need to pass the "three-in-one" management system certification of quality, environment and occupational health and safety.
4.8. Financial status requirements: A copy of the audit report issued by the accounting firm in 2022, including the financial statements provided by the enterprise (including balance sheet, profit and profit distribution statement, cash flow statement and notes to the financial statements), and the net assets (owner's equity) of the enterprise should be specifically stated in the statement. The audit report shall be stamped with the unit seal of the accounting firm and the special seal of the certified public accountant, and a copy of the valid business license and practice certificate of the accounting firm shall be attached.  
Note: If the newly established company is less than one year old (subject to the establishment time of the business license), there is no financial status requirement.
4.9. The project does not accept consortium bidding and eliminates subcontracting.

5. Release of bidding documents

5.1Those who intend to participate in the bidding should obtain the bidding documents and other information on-site from April 26, 2023 to 17:00 on May 5 , 2023.  

5.2Other arrangements.

The price of the bidding documents: 600 yuan per copy, which will not be refunded after receipt.

6. Submission of bidding documents

6.1 The deadline for submitting bidding documents (bidding deadline) is 9 a.m. on May 26, 2023, at No. 6, Ru'an South Road, Ruyang County Advanced Manufacturing Development Zone
6.2 The bidding documents that are overdue or not delivered to the designated place will not be accepted by the tenderer.
