Ⅰ.The Bid Condition
The solar photovoltaic cell packaging material project of China National Building Materials (Luoyang) New Energy Co., Ltd. has been approved for construction by China National Building Materials Group Co., Ltd. The project has completed government filing and relevant approval procedures. The tenderer is China National Building Materials (Luoyang) New Energy Co., Ltd. This project has met the bidding conditions and is now open for bidding for the full process engineering supervision of the project.
Ⅱ.Project Overview and Bidding Scope
1. Project Name: Full Process Engineering Supervision of Solar Photovoltaic Cell Packaging Materials Project of China National Building Materials (Luoyang) New Energy Co., Ltd.
2. Construction site: Located in the Advanced Manufacturing Development Zone of Ruyang County, Luoyang City, Henan Province, it is situated to the east of Neitao Road, north of Jingshi Road, south of Jingshi Road, and west of Ru'an Road.
3. Project construction content: Construct two 1200t/d solar photovoltaic cell packaging material substrate production lines, supporting the construction of public and auxiliary facilities such as solar photovoltaic cell packaging material deep processing production lines, with a total construction area of approximately 320000 square meters (subject to the actual construction plan).
4. Tender content:
Full process engineering supervision of the solar photovoltaic cell packaging material project of China National Building Materials (Luoyang) New Energy Co., Ltd.
Ⅳ.Qualification Requirements For Bidder
1. Having independent legal personality and a valid business license；
2. The bidder shall possess a Class A qualification for housing construction engineering supervision issued by the competent construction administrative department, as well as a Class A qualification for smelting engineering professional supervision or a comprehensive qualification for engineering supervision.
3. The project director requires:
3.1The bidder's proposed project director must hold both the national registered supervision engineer certificate for housing construction engineering and smelting engineering, and have a senior (or higher) technical title in the relevant field;
3.2 The bidder's proposed project director should be a formal employee of the unit and must provide proof of social security contributions made by the unit for any consecutive six months (including six months) since January 1, 2022;
4. Meet the relevant provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
5. Suppliers listed as dishonest persons subject to enforcement, parties involved in major tax violations, or severely dishonest in government procurement are not allowed to participate in this procurement activity and are required to provide screenshots of credit inquiries from China and the China Government Procurement Network;
6. Other conditions stipulated by laws and administrative regulations;
7. This project does not accept consortium bidding and cannot be subcontracted, affiliated, or subcontracted.
Ⅳ.Bidder Registration Requirements
1. Business license, qualification certificate, legal representative authorization letter, and ID card stamped with the authorized person's official seal. Note: All the above materials require the original documents to be checked during registration, and a set of copies stamped with the company seal must be kept.
2. This procurement project adopts qualification review. Those who do not meet the bidding qualifications will be rejected by the procurement unit. The verification of the application materials by the procurement unit is not the final determination of the qualification conditions of the bidding supplier. The bidding supplier shall be responsible for the authenticity and compliance of the materials.
Ⅴ.The bidding document collection time is from 9:00 am on November 7, 2022 to 5:00 pm on November 15, 2022 (Beijing time).
